Love your enthusiasm, David, and I do think necessity is the mother of intriguing gardens, if you are inventive and willing to experiment with your unusual setting.

I once had a place with seemingly no spot for a garden, or even a pot, so I bought a great potted passion flower on a trellis and put it on a flat roof that I could see from my window, and loved the difference it made for me.

I could see some sort of vine that didn't need a large area for its roots and that could take some doing well in your Fire Escape Garden setting.
